शिमला। धार्मिक जलसों को डीसी शिमला दिनेश मल्होत्रा की ओर से नगर निगम प्रशासन को नजरअंदाज कर रिज और माल पर मंजूरी देने पर नगर निगम ने डीसी को एमसी एक्ट के दायरे में रहने की नसीहत दी है।नगर निगम के डिप्टी मेयर व वामपंथी नेता टिकेंद्र पंवर ने डीसी को चिटठी लिख कर आगाह किया है एमसी एक्ट व संविधान की भावना को लागू किया जाए।उन्होंने कहा कि इस तरह के जलसों के लिए शिमला पैडस्ट्रैन एक्ट के तहत एमसी से इजाजत लेनी होती है। इजाजत होम डिपार्टमेंट से लेनी होती है औरएमसी का एनओसी भी जाता है।
वामपंथी नेता ने डीसी से कहा है कि वो इस तरह की मंजूरियां देकर पैंडोरा बॉक्स न खाोले क्योंकि फिर ऐसे जलसों कीमंजूरी के लिए बहुत सारे आग्रह आ जाएंगे ओर किसी को भी इंकार नहीं किया जा सकेगा।

My dear Sh Malhotra ji,
I am writing this letter to you after the recent spate of activities I have seen on the Mall and the Ridge carried out by certain religious groups where processions have been carried out. I have inquired into the matter and found out that the permission to hold such movements were given by your office . Here I would like to remind you that the movement of such processions is guided by an act called the Shimla pedestrian act. Such permissions must be sought from the departmentof Home and also a no objection certificate from us i.e. The Municipal Corporation Shimla.
Secondly , as a representative of the people and of the city government I would request you to not to open this Pandora box or else there will be unlimited requests from different quarters to allow them to hold processions on the core Mall and the Ridge. India is a secular state where the instruments of the state that includes both you and we are not to distinguish people on the basis of religion and will not profess any religion as a state. There will not be an interference in religion and the state will not abet any of them. How will we be able to deny permission to hold religious processions of Radha swamis, Sikhs, Devotees of Sai Baba, Ravidasis, Valmikis, tazia being led by Shia muslims , art of living, other religious processions of local deities etc. And for that matter even processions of different political groups. Therefore the spirit of the act and the constitution must be adhered and followed properly.
I hope this will not hurt your demeanour but will strengthen you to not to bow down to certain pressures and will have the guts to say no to such processions.
