शिमला। प्रदेश की जनता को झकझोर देने वाले कोटखाई में दसवीं की छात्रा के साथ हुए गैंगरेप मर्डर व पुलिस कस्टडी में इस मामले में पकड़े नेपाली सुरत सिंह के कत्ल के मामले में आखिरकार सीबीआई ने एसआईटी गठित कर केस अपने सुपुर्द लिया हैं। इससे प्रदेश पुलिस के कई अफसरों में हड़कंच मच गया हैं।
पुलिसिया जांच पर सवाल उठने और पुलिस हिरासत में एक आरोपी के रहस्यमय तरीके से कत्ल हो जाने से उफने आक्रोश के बीच सीबीआई के लिए ये मामला सुलझाना आसान नहीं रहा हैं।किसी को पता नहीं हैं कि कितने सबूत बचे हैं। प्रदेश सरकार ने एक सप्ताह पहले इस मामले को रेफर कर दिया था जबकि प्रदेश हाईकोर्ट ने 19 जुलाई को सीबीआई को आदेश दिए थे कि वो एसआईटी गठित कर इस मामले जांच करे।
सूत्र बताते हैं कि सीबीआई के अफसरों का कन्कलेव चल रहा था जिसकी वजह से एसआईटी गठित करने में देरी हुई हैं। लेकिन अब सीबीआई ने मामला अपने अधीन ले लिया हैं।
सीबीआई मुख्यालय से इस बावत देर शाम तक आधिकारिक तौर पर प्रेस विज्ञप्ति जारी कर दी गई।
विज्ञप्ति के मुताबिक हाईकोर्ट के आदेशों के अनुरूप सीबीआई ने एसपी,एएसपी और डीएसपी की कमान में एसआईटी का गठन कर दिया हैं और प्रदेश पुलिस से दोनों मामलों को अपने अधीन लेकर टीम मौका ये वारदात की ओर भेज दिया हैं।

CBI REGISTERS TWO CASES ON THE ALLEGATIONS RELATING TO RAPE & MURDER OF A MINOR GIRL AND OTHER RELATING TO CUSTODIALDEATH OF AN ACCUSED
The Central Bureau of Investigation has today registered two cases on the orders dated 19.07.2017 of Hon’ble High Court of Himachal Pradesh, in CWPIL No.88 of 2017 and taken over the investigation of FIR No. 97 of 2017 dated 06.07.2017, under Sections 302, 376 of IPC & section 4 of POCSO Act registered earlier at Police Station, Kotkhai, District Shimla (Himachal P radesh) relating to rape & murder of a minor girl and another FIR No.101 of 2017 da ted 19.07.2017 under Section 302 of IPC earlier registered at Police Station, Kotkhai, District Shimla relating to custodial death of one of the accused arrest ed by Local Police in connection with investigation of said FIR No.97 of 2017.
It was alleged that a minor gir l had gone to school on 5.7.2017 but did not return home. Her dead body was f ound in the morning of 6.7.2017 from nearby forest area. On a complaint lodged by her father with Police St ation Kotkhai, Distt.
Shimla, the FIR was registered against unknown persons. So far, 6 accused were arrested in this case by the local police. Out of which one had died under alleged mysterious circumstances in police custody for which separate F IR No.101/2017 was registered by local police.
CBI has constituted a Special Investigation Team (SIT), headed by Superintendent of Police and an Addl.SP & a Dy.SP and taken over the investigation of both the cases today. The team has proceeded t o the scene of crime.
Further Investigation is continuing.

उधर, इस मामले को लेकर फूटा जनाक्रोश अभी थमा नहीं हैं। लोगों ने ठियोग में आज चक्का जाम किया जबकि विभिन्न संगठनों ने आंदोलन की कॉल दे रखी हैं।बेशक मामला सीबीआई ने अपने अधीन ले लिया हैं,बावजूद इसके लोगों की जांच पर निगाह रहेगी। क्योंकि मामले में जिस तरह से पुलिस ने जांच की हैं उससे जांच एजेंसियों पर से लोगों का भरोसा उठ चुका हैं। सीबीआई की टीम के सामने दोहरी चुनौती हैं। एके तरह असल अपराधियों को सजा दिलाना हैं तो दूसरी ओर जनता का भरोसा भी जीतना हैं।
