शिमला। बेजान कांग्रेस पार्टी की ओर से अपने सबसे बड़े तुरुप के पते प्रियंका गांंधी को उतरप्रदेश के चुनावों में झोंकने से आशंकित भारतीय जनता पार्टी ने उन्हेंं घेरने का इंतजाम करना शुरू कर दिया है।उनके पति राबर्ट बाड्रा तो पहले ही भाजपा व आम आदमी पार्टी के निशने पर है अब भाजपा ने प्रियंका गांधी पर सीधा हमला बोला है।
इसकी पहल की है शिमला से भाजपा के विधायक सुरेश भारद्वाज ने । सुरेश भारद्वाज ने मोदी सरकार के गृहमंत्री राजनाथ सिंह को एक चिटठी लिखी कर सनसनी फैला दी है।उन्होंने कहा कि शिमला के समीप छराबड़ा में बन रहे प्रियंका गांधी के सपनों के घर से राष्ट्रपति ,प्रधानमंत्री और बाकी वीअााईपीज की जान के लिए खतरा हो सकता है।इसलिए इस घर को कतई न बनने दे।
प्रियंका गांधी व उनकी मां सोनिया गांधी हाल ही में अपने तीन दिन के शिमला दौरे के दौरान इस घर में आई थी। दुनिया के बेहद खूबसूरत हिल स्टेशन शिमला के छराबड़ा में प्रियंका गांधी का मकान एक अरसे से बन रहा है।
सुरेश भारद्वाज ने प्रियंका गांधी पर निशाने साधते- साधते इस मसले पर प्रदेश के पूर्व मुख्यमंत्री व भाजपा की ओर से सीएमशिप के सबसे सशक्त दावेदार प्रेम कुमार धूमल से अलग लाइन लेकर अपरोक्ष रूप से घेरा है।
छराबड़ा में प्रियंका गांधी का ये मकान जब राष्ट्रपति गर्मियों में छुटिटयां बिताने आते हैं व जिस मकान’रीट्रीट’में रहते हैं, वहां से कुछ ही दूरी पर हैं।
भारद्वाज ने गृहमंत्री लिखा कि राष्ट्रपति कार्यालय ने सुरक्षा कारणोंं से इस एरिया में किसी को भी कंस्ट्रकशन करने की इजाजत नहीं दी थी लेकिन प्रियंका गांधी ने यहां कंसट्रक्शन करने का जुगाड़ कर लिया।
प्रियंका गांधी पर हमले के बहाने भारद्वाज ने धूमल पर भी हमला बोला है। प्रियंका गांधी के घर को लेकर कई मंजूरियां दिसंबर 2007 से दिसबंर 2012 के बीच धूमल सरकार के दौरान दी गई थी।धूमल ने इन मंजूरियों को विधानसभा में भी सही ठहराने की कोशिश की थी।उन्होंने कहा कि था पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी का मकान भी कुल्लू के प्रीणी में है। ऐसे में ऐसे लोगों के घर हिमाचल में होनेे से हिमाचल को नुकसान नहीं हैं।
हिमाचल भाजपा में धूमल खेमा भारद्वाज को ठिकाने लगाने में तुला है।वो पार्टी के नेता गणेशदत को शिमला विधानसभा से एमएलए बनाना चाहता है।भारद्वाज गृह मंत्री राजनाथ सिंह के करीबी है।उनका भाजपा आलाकमान में अपना जुगाड़ है।ऐसे में उन्होंने प्रियंका गांधी के मकान का मसला उछाल कर बाजी मार ली है। उन्होंने गृहमंत्री राजनाथ सिंह से प्रियंका गांधी के इस निर्माणधीन मकान को दीगई सभीमंजूरियां वापस लेने का आग्रह किया है।

Respected Shri Rajnath Singh Ji,
The “Retreat” is the official summer residence of His Excellency the President of India in Shimla, where even the Hon’ble Prime Minister Of India and other top dignitaries also stay during their visit to Shimla. There is also ‘Kalyani’ Helipad, which is used exclusively by the Indian Air Force for these VVIPs and for other security sorties. For security reasons, no construction is allowed in the vicinity of either the ‘Retreat’ or “Kalyani’ helipad. Now, Smt Priyanka Gandhi Vadra is constructing a house in this area which has put security of his Excellency the President of India, Hon’ble Prime Minister and other dignitaries at stake.
Earlier one Shri Devinderjeet Singh, a retired senior naval officer purchased about 16 Biswas of land near the ‘Retreat’ in village Chharabra Tehsil and District Shimla, Himachal Pradesh. He submitted an application for building permission for the construction of cottages. Principal Secretary (Home) to the Government of H.P. sent a letter dated 24-08-2002 to the Director general of Police, seeking his opinion in consultation with Additional Director General Of Police (CID), Himachal Pradesh and President’s Secretariat. The Director general Of Police vide letter dated 12-6-2003 informed the Additional Chief secretary (Home), in (in short ACS (Home))Government of H.P. that the residential construction of any kind in the vicinity of Retreat area being VVIP’s zone was not advisable from security point of view and thus the permission for raising the construction could not be recommended.
ACS-cum-Secretary home (to the Government of HP) has conveyed to the concerned authority on 1-7-2003 that the residential construction of any kind in the vicinity in that area is not advisable.
Commodore Devinderjeet Singh made a representation to the Chief Secretary of the state of Himachal Pradesh on 17-8-2004 The Principal Secretary (home) to the Government of Himachal Pradesh sent a communication to the secretary to the President of India on 12-10-2004, enclosing the earlier correspondence.
The Under Secretary (EAB) of the President’s Secretariat sent a communication to the Principal Secretary (Home) to the Government of HP on 11-11-2004. The text of the letter dated 11-11-2004 reads as below:
“With reference to your No. Home-(A)-E-(3)-42/2003-II dated 12.10.2004, I am directed to state that the responsibility for the security of President of India when the President is at the Retreat/Shimla is that of the State Government and the state Government should give a considered opinion in the matter. However, in terms of the long-term perspective and consequences that may follow in granting such a permission and after taking due consideration some embargo may have to be placed by notifying certain area surrounding the Retreat as ‘No Construction Zone’. Otherwise, the possibility of other such demands snowballing on the strength of the present precedent cannot be ruled out.”
The Inspector General Of Police (CID) Himachal Pradesh informed the Principal Secretary (Home) on 5th November, 2004 that the entire area of khasra No. 264-269 should be kept free from any kind of construction as it was having the common boundary with ‘The Retreat Estate’ and the same was in very close proximity. The Inspector General of Police had specially recommended that the permission could not be accorded to raise the construction on various security considerations and ten such reasons were specifically given by him to the Chief Secretary.
The committee comprising of the Chief Secretary to The Government of HP and the Director General Of Police HP rejected the request of the representationists for raising construction.
The state of HP was directed on 14-3-2008 to convey, whether the permission to raise one storeyed building could be permitted or not. The Principal Secretary (Home), Government of HP, in that reference, sent a letter to the Secretary to the President of India on 4-4-2008 seeking permission/no objection for the construction of a house by the writ petitioner at Chharabra.
In such context, a letter dated 16-5-2008 was received by the Principal Secretary (Home) to the Government of HP alongwith a copy of letter of President’s Secretariat, according to which, the President’s Secretariat has not given permission/no objection in favour of appellant herein for raising construction.
However, due to ban of construction in this area, people were forced to sell their land at throw away prices. Smt Priyanka Gandhi Vadra purchased about 4,000 Square Meters of land, which included the land of Commodore Devinderjeet Singh also. She was permitted to construct a huge house adjoining the same place, where commodore Devinderjeet Singh was earlier refused permission for security reasons.
This reason is ridiculous. There is no guarantee that an SPG protectee cannot indulge in unlawful or terrorist activities. Shri P.V. Narsumha Rao, an SPG Protectee was convicted in JMM Bribery case. His son Shri P.V. Prabhakar Rao another SPG Protectee was involved in Rs 133 Crore Urea Scam. Being an SPG Protectee is not a permanent status. It is only for one year after a Prime Minister demits office (SPG Act of 2003(Amended)). Shri Robert Vadra, husband of Smt Priyanka Gandhi Vadra is already under cloud for various fraudulent land deals.
Sir, the facts narrated here in above reveal that the permission to construct a house in the vicinity of “Retreat” the official summer residence of His Excellency The President Of India was denied to various respectable persons including Commodore Devinderjeet Singh, retired senior Naval officer for security reasons . However, taking advantage of her family status, Smt Priyanka Gandhi Vadra managed to get permission in the said High Security Zone/Area and the security considerations of the Hon’ble President of India were put at stake/compromised .
In view of the fact that his Excellency The President of India is almost regularly visiting Shimla and residing in his official residence ‘Retreat’, hence the security angle of the Hon’ble President of India and other VVIPs may kindly be re-examined and permission granted to Smt. Priyanka Gandhi Vadra to have a huge house near Retreat, Shimla may be withdrawn.
