शिमला।सुक्खू राज में बिजली बोर्ड में घोटालों को लेकर इल्जामों का खेल शुरू हो गया हैं। Anti-Corruption Committee, For State Power Sector &Joint Fount of HPSEBL’s Employees & Engineers के अध्यक्ष सुनील ग्रोवर ने बिजली बोर्ड के अध्यक्ष संजय गुप्ता पर क्रप्शन के तमाम तरह के इल्जाम लगाए है।ग्रोवर ने संजय गुप्ता के खिलाफ मोर्चा खोल दिया है।
(याद रहे संजय गुप्ता 1988 बैच के आइएएस अधिकारी है और इस समय राज्य में सबसे वरिष्ठ आइएएस अधिकारी है।
बहरहाल, ग्रोवर ने मुख्यमंत्री सुखविंदर सिंह सुक्खू को चिटठी लिख कर संजय गुप्ता को बिजली बोर्ड के अध्यक्ष के पद से हटाने की मांग कर डाली है और संजय गुप्ता के कथित भ्रष्टाचार के जुड़े पुराने मामलों का हवाला अपनी इस चिटठी में दे दिया है।ग्रोवर ने संजय गुप्ता को लेकर इन बिंदुओं पर कार्यवही करने की मांग सुक्खू को लिखी चिटठी में कर दी है।
To review the false affidavit manipulated from the then Govt. by Sh. Sanjay Gupta to mislead the Hon’ble High Court in case number 246 of 2023 pending in the Hon’ble Court (para 3(j)(iv)), and obtain prosecution sanction from GoI in the said case and submit to the Court.
Shri. Sanjay Gupta, who does not deserve to continue on high responsibility of Chairman, HPSEBL for a single day and should be replaced forthwith by deserving and capable officer who can work in departmental interest, free from the curse of corruption. Also a high level vigilance inquiry may be ordered against him for various financial irregularities.
Chargesheets served on convenor and co-convener of Joint Action Committee (JAC) the ordered to be withdrawn immediately.
All the bogus cases containing false charges cooked up by Sh. Sanjay Gupta should be withdrawn forthwith.

उधर,बिजली बोर्ड के अध्यक्ष संजय गुप्ता ने ग्रोवर व रेरा अध्यक्ष व पूर्व मुख्य सचिव आर डी धीमान के खिलाफ बिजली बोर्ड को 150 करोड़ रुपए का नुकसान पहुंचाने के एक मामले में एफआइआर करने की दरख्वास्त महानिदेशक विजीलेंस को भेजी है और इस मामले में अभियोजन मंजूरी भी दे दी है।
ग्रोवर ने सवाल उठाया है कि बिजली बोर्ड के अध्यक्ष संजय गुप्ता इस तरह की कोई मंजूरी देने के लिए अधिकृत ही नहीं हैं।ये सरकार का काम है। लेकिन संजय गुप्ता ने https://reporterseye.com/ से दावा किया कि Grover and R D Dhiman have caused loss of 150 crores to HPSEBL . Matter with Vigilance

Subject: Regarding acts of Commissions and Omissions and corruption by the present Chairman, HPSEBL and his indulgence in maligning the office bearers of the erstwhile and the present Joint Action Committee of HPSEBL Employees and Engineers- request for Vigilance Enquiry thereof.
Sir,
With reference to subject cited matter, at the outset, I would wish to draw your kind attention to the relevant excerpts from the Press Note released by the HPSEBL Management on 1st August, 2025, which inter-alia puts forth the subject matter before your kind honour in detail and in its right perspective:
Quote“ Himachal Pradesh State Electricity Board Limited (HPSEBL) expresses deep concern over the recent misleading and factually incorrect campaign being propagated by certain sections of the employees’ union. This is being done with the ulterior motive to deviate attention of the public and the employees from the wrong doings of their (now retired) office bearers viz. Sunil Grover and the then management.
In fact, the management has written to the State Government and the Vigilance Bureau in this regard and also accorded prosecution sanction against the erring official Sh. Sunil Grover. It is clarified that Sh. Sunil Grover and the then CMD was responsible for the construction of the 400KV Kunihar line against the advice of the finance wing. “unquote
The above Press Statement appears to have been issued at the behest of Sh. Sanjay Gupta, Chairman, HPSEBL, who in-fact has suo-motu accorded the permission to register FIR against me and in respect of Sh. R. D. Dhiman and requested to the State Government to grant sanction under section 17(A) of P.C Act on the wrong and incorrect allegations of “did not act in HPSEBL’s interest and causing huge financial loss to the HPSEBL” and sent the letter under his signature addressed to Secretary (MPP& Power) to GoHP with a copy to Secretary HPERC on dated 06.03.2025. A similar communication addressed to ADGP (Vigilance) has been sent on 07.03.2025 (In this context, a protest petition has been filed before the Director Vigilance Govt. of HP on 09.05.2025 on which action is awaited. Copy of the same is attached as Annexure-A for your kind ready reference).
It is pertinent to state here that according prosecution sanction against any official speaks volumes, as he could not have accorded such permission as the authority to grant such permission lies with the State Government or the Authority Competent to remove me from the services. Sh. Sanjay Gupta is not having any authority to recommend or accord such permission what so ever, under the Laws of the Land.
In this respect, it is further submitted that the findings recorded by Sh. Sanjay Gupta, while according such permission, are contrary to the factual matrix and is nothing but an abuse of process of law as the facts have been distorted by him to point the needle of guilt towards me, for reasons detailed in following paras.
Sh. Sanjay Gupta, the present Chairman of HPSEBL is known for his involvement in corrupt and dishonest activities as is evident from his previous and present misdeeds. Any political shelter to him may point the needle of corruption towards the present political leadership which, I am sure the Govt. would not want as only corrupt would and can shield the corrupt. After reading this letter, everyone would be surprised why and how such an officer has been posted as the Chairman of the Board where he has ample opportunity to loot the public money.
When the Joint Action Committee (JAC) tried to expose his misdeeds, the Joint Action Committee (JAC) leaders were transferred and charge-sheeted discouraging any potential whistle blowers, and silencing the ones who are raising their voice. I hope and trust that your honour would understand the gravity of the situation and would take appropriate correctional measures to avoid aggravation of the situation as this is only the beginning.
I, Suneel Grover, Patron of All India Power Engineers’ Federation and former MD of HPSLDC, am yet another victim of the misuse of power by Chairman HPSEBL. He has sent an communication to ADGP (Vigilance) requesting the lodging of an FIR against me for simply putting up a proposal to the management for approval or disapproval, some 15 years back when I was Chief Engineer(P&M) (officiating Charge) in a stop gap arrangement for merely less than six months. Just because he could not initiate disciplinary proceedings, being time barred, he has resorted to such ulterior action of requesting FIR.
He seems to be well versed in the art of FIRs, having faced the same as an accused in three FIRs. Not only this, he has asked for Prosecution Sanction also against Shri R.D. Dhiman, the then Chairman for approving the above proposal. I do not know as to what has weighed with the Government as Sh. Sanjay Gupta is stated to have minted money and continues to do it, as alleged by many for indulging in corrupt practice.
As an example “Out of turn payments are being made to selected contractors on priority bypassing SAP System and processing these manually. This calls for a thorough investigation”. It is assumed by many that this must also be in the knowledge of the Government and yet he continues on this post with absolute impunity.
His actions in the Board are sure to lead to the decline of the Board (The accumulated loss figure of HPSEBL which has been about Rs. 1900 Cr. during FY 2022-23 has risen to Rs. 3700 Cr. during his tenure, which speaks volumes of mismanagement of HPSEBL as head).
From the above facts, it can be concluded that Sh. Gupta has vitiated, polluted and corrupted the working and administrative atmosphere in HPSEBL. He has made working conditions in HSPEBL head office hostile and unhealthy. Honest, hardworking and sincere officers are being victimized just because they refuse to jump on the bandwagon of broad gauge corruption being driven by Sh. Sanjay Gupta. Honest, sincere and hardworking officers are being victimized by making them targets of vigilance (trumped up) cases.
I have 38 years of blotless career in HPSEBL (erstwhile HPSEB) where I joined as Assistant Engineer in 1983 and retired as Managing Director (HPSLDC) in 2020 and it is really a sorry state of affairs that Sh. Sanjay Gupta by indulging himself in such activities of according permission to register FIR on the facts which are devoid of any truth and are contrary to record. He is also making an attempt to malign my image and also to malign the honest & peaceful protest action by the Joint Action Committee, Employees and Engineers of the HPSEBL and Himachal Pradesh in general.
Moreover, Sh. Sanjay Gupta, presently Chairman, HPSEBL is nurturing a grudge against me as in a campaign to expose the corrupt officers in the State, I on numerous occasions publicly exposed him for his illegal and wrongful activities.
Further, it is submitted that numerous cases have been registered against him, the details of which for ready reference is detailed herein below:-
Shri Sanjay Gupta, IAS was arrested by the SV&ACB, Solan on 09.07.2009 on the allegations that during the search of the Vehicle of the officer an attachi was found in the Car dickey and when it was opened, an envelope was found. When the envelope was opened a sum of Rs. 3 Lakh was recovered from it. During the investigation the officers was arrested and bailed out from the Court of Ld. District & Session Judge Solan on 11.07.2009.
Shri Sanjay Gupta, was placed under suspension in the said case registered vide FIR No. 10/2009 on 11.07.2009 and remained under suspension till 09.10.2009.
Not only in this trap case, Shri Sanjay Gupta in his career has been booked for more cases.
The present status of these 3 cases is as under:
1.FIR No. 2/1996 dated 01.07.1996 under section 465, 468, 477 120B IPC and 132 of PC Act, Police Station at AC zone Shimla
State Government denied the prosecution sanction regarding Shri Sanjay Gupta. Presently the case is in High Court (Madan Sharma Vs State Cr.. Revision No. 246 of 2023)
2.FIR No. 10/2009 dated 09.07.2009 u/s 7, 8, 10,12 and 13 (2) PC Act and 120-B IPC at Police Station SV/ACB Solan .The name of Shri Sanjay Gupta, IAS has been kept in column No. 12 in the final report due to denial of prosecution.Presently, the case is under trial in the Court of Ld. Special Judge Solan and fixed for PWs.
3.FIR No. 26/2009 dated 01.08.2009
u/s 13(1)( e ) r/w 13(2) P.C Act at P.S SV & ACB Shimla for disproportionate assets
The case was closed by the Learned court of Special Judge (Forest) Shimla vide order dated 26.04.2017 on the basis of final report.
The pattern that emerges from all these cases is that despite insistence of the investigating agencies, the Prosecution Sanction was denied including in a trap case, which is a travesty of justice. Be that as it may, the most disturbing issue is that the Court was misled in FIR No. 2/1996 amounting to fraud against the Court.
I must bring to your kind notice that as per provisions of section 19 of the P.C Act, the prosecution sanction under section 19 of the PC Act can only be accorded or refused by the authority competent to remove the concerned officer from the service.
An IAS officer can only be removed by Central Government and accordingly the competence of refusing the prosecution sanction is only with Central Government. What has happened in this case is that the State Government, at its own level, denied the prosecution sanction both under the IPC as well as PC Act, knowing fully well that the competence to grant or refuse Prosecution sanction under PC Act rest with Government of India (It is pertinent to mention here that in FIR No. 10/2009 prosecution sanction was denied by the Government of India on 21.02.2012).
Despite being aware of the legal position/ Government instruction, Sh. Sanjay Gupta in case FIR No 2/96 detailed at point No-1 managed to place before the Hon’ble Court the information that the State Government had denied the prosecution sanction. The case is still pending adjudication in Hon’ble High Court as Criminal Revision No.246 of 2023. Thus he is trying to take the benefit of non-grant of prosecution sanction by the competent authority in the Govt.
In conclusion I, on behalf of All India Power Engineers Federation, would crave the indulgence of Hon’ble Chief Minister for immediate intervention on the following three counts:-

उधर, बिजली बोर्ड के अध्यक्ष संजय गुप्ता ने ग्रोवर के तमाम इल्जामों को नकार दिया हैं । संजय गुप्ता ने कहा कि ग्रोवर ने कानूनी कार्यवाही से बचने के लिए मुख्यमंत्री को लिखी चिटठी में अपना पता तक नहीं लिखा हैं। गुप्ता का दावा है कि To evade legal consequences no address has been written in alleged letter of Grover.
गुप्ता ने आगे कहा कि Never in the past Grover has raised written allegation against Sh Sanjay Gupta. It is only after written complaint has been sent to SV&ACB by HPSEBL on the basis of audit report that Grover is raising wild allegation .
उन्होंने कहा कि It seems that legal knowledge of Grover is above that of Courts , State and Union Governments, Advocate General and Law Secretary.
संजय गुप्ता ने ग्रोवर के साथ रेरा अध्यक्ष आर डी धीमान को भी लपेट लिया व कहा कि Grover and then Chairman R D Dhiman in violation of HPERC decision spent 120 crores on Kunihar Nalagarh line due to which pass through of expenditure not granted by HPERC. The line was not put to use as sub station was not constructed.
उधर, इस बावत रेरा अध्यक्ष व पूर्व मुख्य सचिव आर डी धीमान ने कहा कि उन पर लगाए गए ये इल्जाम पूरी तरह से निराधार है। उन्हें पूर्व सरकार ने मुख्य सचिव बना दिया था संभवत संजय गुप्ता इस बात से उनसे खार खाए हुए हो। जबकि उन्होंने कभी भी मुख्य सचिव बनने के लिए कोशिश तक नहीं की थी।
जो भी हो लेकिन बिजली बोर्ड में जो चिंगारी उठ रही है वो कब ज्वाला बन जाए किसी को इसका अंदाजा तक नहीं है।
