शिमला।हिमाचल प्रदेश के गवर्नर आचार्य देवव्रत की ओर से राजभवन में तैयार की गई यज्ञशाला पर विवाद खड़ा हो गया है। सदन में भ्रष्टाचार के मसले पर आपस में भिड़ रहे मुख्यमंत्री वीरभद्र सिंह व नेता प्रतिपक्ष प्रेम कुमार धूमल ने बुधवार शाम को राजभवन पहुंचकर इस यज्ञशाला में आहुतियां डाली थी। साथ स्पीकर बृज बिहारी बुटले ने भी दिया था।
सदन में इस यज्ञ पर नेता प्रतिपक्ष प्रेम कुमार धूमल की जुबान से चुटकी निकली तो माकपा नेता व शिमला नगर निगम के डिप्टी मेयर ने इस यज्ञशाला पर विवाद खड़ा कर इसकी शिकायत राष्ट्रपति प्रणव मुखर्जी से कर दी है।
विधानसभा में ये मामला सुबह प्रश्नकाल के दौरान उस समय उठा जब पक्ष व विपक्ष मुख्यमंत्री वीरभद्र सिंह के मनी लांड्रिंग मामले पर चर्चा कराने पर आपस में भिड़े हुए थे। बीते रोज कांग्रेस पार्टी के विधायकों की हुई बैठक पर भाजपा विधायकों ने सवाल उठाया व कहा कि सरकार पर विश्वास का संकट खड़ा हो गया है। कहा गया कि साइन कराए गए व सोनिया गांधी को भेजे गए। इस पर सतापक्ष की ओर से एक सदस्य ने कहा कि इससे क्या होता है। बाद में यज्ञ भी तो हुआ। इस पर नेता प्रतिपक्ष प्रेम कुमार धूमल ने चुटकी ली कि आपने ठीक याद दिला दी ,”उस पाप को धोने के लिए ही तो यज्ञ किया गया है। हालांकि ये चुटकी ही थी लेकिन राजभवन में बनाई गई यज्ञशाला पर लोगों के नजरिए को उजागर जरूर करती है।
वीरवार दोपहर को वामपंथी नेता व डिप्टी मेयर टिकेंद्र पंवर ने इसे गंभीरता से ले लिया और मामले को राष्ट्रपति प्रणव मुखर्जी के पास भेज दिया । टिकेंद्र पंवर ने कहा कि हिमाचल में संविधान की धज्जियां किसी और ने नहीं खुद गवर्नर ने उड़ा दी है।डिप्टी मेयर ने राष्ट्रपति से इस मामले में दखल देने की मांग कर दी है।उन्होंने खुलासा किया कि इस यज्ञशाला का उदघाटन मुख्यमंत्री वीरभद्र सिंह ने किया जबकि नेता प्रतिपक्ष धूमल भी वहां मौजूद रहे।

Subject: For your intervention to safeguard the constitutional provisions with respect to secularism in the state of Himachal Pradesh.
Sir,
I being the citizen of this country and also as the second citizen of the city of Shimla would like to seek your intervention and guidance to safeguard the constitutional provisions which according to me have been flagrantly violated by none other than the constitutional head of the state.
Yesterday, i.e. 30th March a Yagyashalla (place for oblation) was permanently established in the governor house in Shimla. Sir it is not that the Yagya was performed just once but a permanent place for oblation has been established which was inaugurated by the Chief Minister in the presence of the governor and the leader of opposition.
Sir this goes completely and inherently against the basic tenets of our constitution and the manner in which or our modern republic has come into being where secularism is the core and the basic spirit of our country. We are not a theocratic but a secular democratic republic where according to the definition the state will not profess any religion or even going by the constitutional amendment that the state will have equal.
Sir please allow me to quote here the basic definition of secularism according to Wikipedia as
Quote “Secularism is the principle of the separation of government institutions and persons mandated to represent the state from religious institutions and religious dignitaries. One manifestation of secularism is asserting the right to be free from religious rule and teachings, or, in a state declared to be neutral on matters of belief, from the imposition by government of religion or religious practices upon its people.[Notes 1] Another manifestation of secularism is the view that public activities and decisions, especially political ones, should be uninfluenced by religious beliefs and/or practices” Unquote
Not just that even the 42nd constitutional amendment in 1976 clearly enshrines that the Indian nation state has no religion and all religions will be considered equal.
However, with the brazen attack on the basic principles which have been thoroughly debated, the rule of the constitution is under threat. With this analogy how can we not allow or why should not the chief justice of my state who happens to be a Muslim should not have a masjid in his official residence. Or his predecessor who is a Christian should not have had a church in his residence. Similarly there are other officers who do not profess Hindu religion why should they not have the liberty to do the same. Because all of them are sworn by the constitution of this country which state that secularism is the basic ethos.
Sir the official residence of the Hon’ble governor happens to be the institution of the state which is guided by the constitutional framework. The Hon’ble Governor has the complete liberty to profess his religion but in his capacity as the Governor to have a permanent Yagyashalla in an apparatus of the state is highly condemnable and should be asked to disband so that the head of the state is not looked upon as a representative of one religion but of the democratic nation state which professes pluralism and not orthodoxy or theocracy.
